Al-Nabaa Forum for Dialogue is an independent intellectual and cultural platform that works to promote a culture of constructive dialogue and consolidate the values of coexistence and civil peace by supporting research, policy-making, and building bridges of communication between different components of society.

About the forum

The Al-Nabaa Dialogue Forum (NGO) is one of Iraq's leading think tanks and independent dialogue platforms. Based in Karbala, Iraq, it acts as a moral and official intellectual space that seeks to stimulate quality discussions and generate ideas that support government institutions and civil society organizations. The Forum was founded in 2013 in response to political and social challenges, evolving from a pioneering dialogue experience to a reputable research institution that today includes more than 300 influential figures, including decision-makers, ministers, parliamentarians, academics, religious leaders, and media elites.

Our Vision and Mission We believe that conscious dialogue is the shortest and most sustainable path towards building a state of institutions and law. Our mission focuses on establishing a culture of dialogue as an effective tool for managing differences, promoting civil peace, and building bridges between elites and the public to ensure the stability and development of Iraqi society. Areas of Work and Activity The Forum actively organizes a comprehensive series of intellectual and field events, including:

- Dialogues and seminars: Holding monthly discussion panels and specialized conferences to discuss vital national issues and find realistic solutions to them. Research and studies:

- Producing policy papers and specialized legal research to support legislative and administrative reform.

- Capacity building: Organizing workshops aimed at empowering civil society and enhancing political analysis and leadership skills.

- Community diplomacy: Strengthening international communication and building bridges of cooperation with UN organizations and diplomatic missions.

Issues we address The forum puts strategic issues on the table for discussion, most notably:

- Civil peace, social coexistence, and countering hate speech.

- Human rights, promoting the values of citizenship and integrity, and combating corruption.

- Political and economic reform and crisis management.

- Labor market issues, social protection, and sustainable development.

- Strategy (2026–2030) The Forum launched its new five-year strategy as a practical response to the requirements of the coming phase, focusing on five major areas: climate and energy, governance and digital transformation, economic development, social cohesion, and the development of basic services and human capacity building.

- Partnerships and institutional links The Forum works in collaboration with government institutions, universities, and international organizations, benefiting from their research centers specializing in strategic, legal, and development studies.

Vision

We look forward to Al-Nabaa Center for Dialogue becoming a leading national and regional reference in establishing a culture of dialogue and community understanding through the production of applied knowledge, the organization of influential initiatives and events, and building the capacities of individuals, especially young people, to actively contribute to public policy-making and lead positive social change, thereby enhancing social cohesion and supporting a peaceful and sustainable environment for dialogue that contributes to development and justice.

Mission

The Al-Nabaa Center for Dialogue works to establish a culture of constructive dialogue in Iraq by producing rigorous scientific research that analyzes the reality of community dialogue and evaluates public policies, organizing events and dialogue meetings that bring together different parties and social groups, We seek to empower young people and local leaders by providing them with effective dialogue and conflict management skills through specialized training programs. The Center is also committed to providing practical recommendations to decision-makers based on evidence and accurate field analysis, while developing procedural guidelines that contribute to promoting dialogue within educational and social institutions. Our work relies on utilizing various forms of dialogue platforms to spread a culture of dialogue and forging strategic partnerships with universities and national and international research centers. Through these integrated efforts, we contribute to promoting civil peace, supporting active community participation, and improving the quality of public policies to achieve a more cohesive and harmonious society, where dialogue becomes a way of life and a fundamental factor in decision-making and building the future.

Goals

Building an applied knowledge base that supports decision-making by developing applied research and studies that provide decision-makers with scientific insights that contribute to the formulation of effective policies. Promoting a culture of dialogue and understanding by spreading the values of constructive dialogue and tolerance among different segments of society to reduce conflicts. Encourage good governance and transparency in government performance by contributing to the strengthening of management systems and the principles of transparency and accountability in government institutions. Countering extremism and hate speech and spreading a culture of human rights and social justice by addressing extremist ideology and hate speech through awareness and education, promoting respect for human rights, and establishing social justice in society. Empowering young people and women to build conscious future leadership by developing the capacities of young people and women and qualifying them to participate effectively in decision-making and lead constructive community and political initiatives. Achieving digital transformation and enhancing data reliability by developing the center's technical infrastructure, adopting digital transformation in services and archiving, and ensuring the reliability of data and information available to support research and decision-making. Expand the network of academic, diplomatic, and media partnerships by building and strengthening bridges of cooperation with local and international universities, research centers, diplomatic institutions, and media outlets to exchange knowledge and support the center's initiatives. Enhance the ability to anticipate future challenges and opportunities and keep pace with changes by developing methodologies and early monitoring and proactive analysis of local, regional, and international variables, thereby helping to prepare for challenges and take advantage of upcoming opportunities.
