Al-Nabaa Forum for Dialogue Discusses Professionalism in the Electoral Commission and the Future of the Democratic Process

Al-Nabaa Forum for Dialogue held a symposium titled "Professionalism in the Electoral Commission and the Future of the Democratic Process in Iraq." Moderated by journalist Khalid Al-Wadi, the event featured the participation of the former head of the Independent High Electoral Commission, Adel Al-Llami; Iraqi Members of Parliament Rezan Sheikh Diler, Kadhim Al-Sayyadi, Rehab Al-Abouda, and Ashwaq Al-Abayachi; and researcher Mohammad Falhi. The symposium, held at the Uruk Tourist Hotel hall in the capital, Baghdad, was also attended by various academic and legal experts, civil society representatives, media professionals, and individuals interested in Iraqi public affairs.

The Forum's Head, journalist and writer Ali Al-Talqani, stated, "Following the mounting controversy and debate surrounding the integrity and operations of the Independent High Electoral Commission, the Al-Nabaa Forum for Dialogue took the initiative to convene this symposium to discuss professionalism within the Electoral Commission and the future of the democratic process in Iraq."

He added, "The outcomes of the political process and the political quota system have significantly impacted the Commission's work. Therefore, we deem it necessary to hold ongoing meetings with decision-makers, civil society organizations, and research centers to clarify matters and set the record straight."

Al-Talqani further explained, "To establish a democratic system and conduct fair elections, it was incumbent upon us, as civil society organizations and media outlets, to facilitate these meetings with the people's representatives. We reviewed the trajectory of the Commission's operations and pinpointed areas of deficiency based on the participants' interventions. Through these discussions, they underscored the importance of good governance principles in ensuring public participation and electing commissioners who possess professionalism and integrity."

For his part, the Director of the Adam Center for the Defense of Rights and Freedoms, legal expert Ahmed Jwaid, pointed out, "It is not strictly necessary to change the personnel within the Electoral Commission, nor is it imperative for a Commission member to be an independent non-partisan. However, what is crucial is that members of the Independent High Electoral Commission operate with complete independence and integrity in performing their assigned duties. They must not exploit their professional position to advance personal goals or serve the interests of their party, sect, or affiliated group. Adherence to the law, without overstepping it, and absolute neutrality must be the standard for anyone entrusted with the role of commissioner within this critical institution. It is upon the meticulousness of its work and the integrity of its members that other state institutions, legislative, executive, and others whose members are elected, are built."

It is worth noting that the Forum is a community that seeks to stimulate discussions to generate ideas, aiming to support and advise government institutions and civil society organizations through its various activities.
